Moving to Dubai from Azerbaijan: source-backed 90-day plan
Moves from Azerbaijan to Dubai are well established — direct flights, a short time difference and a community that already speaks the languages SETTRA works in. The sequence that causes the least stress is: legalise documents in Baku first, then visa, Emirates ID, bank account, tenancy and schools in that order.
Most arrivals come through employment, a company or investor setup, or family sponsorship. Because the flight is short, many people make one preparatory trip to view homes and schools, then a second trip for the actual move.
Documents to prepare before you fly
Azerbaijan issues apostilles, but the UAE is not a party to the Apostille Convention, so documents for use in the UAE normally need consular legalisation: certification in Azerbaijan, then legalisation at the UAE Embassy in Baku, then MOFA attestation after arrival in the UAE.
Prepare before departure:
- —Passports valid for at least six months beyond your planned entry
- —Marriage and birth certificates, legalised for the UAE
- —Degree certificates, legalised, if your visa or employer requires them
- —School records and transcripts for children
- —Vaccination records for children and, if relevant, for pets
Driving licence
The RTA publishes a list of countries whose licences can be exchanged directly for a UAE licence. Check the current list for Azerbaijan before relying on it; if your licence is not eligible, the alternative is a Dubai driving school and the theory and road tests.
Banking
A personal account requires an Emirates ID, a passport with a residence visa, and proof of address (an Ejari-registered tenancy) or a salary certificate. The process is generally routine; the main dependency is the Emirates ID, so plan the account opening for the days after it is issued.
Schools and community
There is no Azerbaijani-curriculum school in Dubai. Families usually choose British, IB or American curricula, and children who speak Russian can join Russian-language supplementary schools and weekend clubs to keep the language. Confirm places directly with schools as early as possible.
Common mistakes
- —Arriving with apostilles only, then discovering the UAE requires consular legalisation and MOFA attestation
- —Leaving document legalisation in Baku until the last weeks, when appointments are hardest to get
- —Assuming a driving licence can be exchanged without checking the current RTA list
- —Committing to a school before confirming that places exist for the right year group
- —Paying a full year of rent before the residence visa and Emirates ID are in hand
Frequently asked questions
Is an apostille enough for Azerbaijani documents in the UAE?
Usually not. The UAE is not part of the Apostille Convention, so documents generally need legalisation at the UAE Embassy in Baku and then MOFA attestation after arrival.
Can I exchange my Azerbaijani driving licence in Dubai?
Check the RTA's current list of countries eligible for direct exchange. If Azerbaijan is not listed for your licence type, you will need driving school and tests in Dubai.
Are there schools in Russian or Azerbaijani?
There is no Azerbaijani-curriculum school. Russian-speaking children often attend British, IB or American schools plus Russian-language supplementary classes.
Is one preparatory trip enough?
For most families, yes: use it to view homes, meet schools and start the visa file, then return for the move itself once the key documents are progressing.
Rules change often — confirm current requirements with ICP, RTA, MOHRE or MOCCAE before you act.
