Moving to Dubai with pets: source-backed 90-day plan

Dubai is a workable city for pets, but the import process is unforgiving about order and timing: the microchip comes before the rabies vaccination, the vaccination before the blood test where one is required, and the MOCCAE import permit before the flight is booked. Start at least two to three months before your move date.

The two constraints that catch people out are breed and heat. Some breeds are restricted from import, and airlines limit or suspend pet cargo during the hottest months — so your move date can be dictated by your dog as much as by your visa.

    Import permit and health documents

Pets entering the UAE need an import permit from MOCCAE, applied for in advance. The standard health chain is: an ISO-compatible microchip, then a rabies vaccination (given after the microchip, and typically at least 21 days before travel), then — depending on the country you are flying from — a rabies antibody titre test with its own waiting period. A veterinary health certificate issued shortly before travel completes the file.

Because the exact requirements depend on your origin country and your pet, confirm the current MOCCAE rules with a pet relocation specialist before booking anything.

    • —ISO-compatible microchip, implanted before the rabies vaccination
    • —Rabies vaccination with the required waiting period
    • —Rabies titre test where required for your origin country
    • —MOCCAE import permit, approved before the flight
    • —Veterinary health certificate issued shortly before travel

Flights, cargo and the summer heat

Most pets arrive as manifest cargo rather than in the cabin. Airlines apply their own rules on crate size, breed and temperature, and many restrict or suspend pet cargo during the peak summer months because of the heat. Snub-nosed breeds face additional restrictions on many airlines. If your move falls between May and September, check the airline's embargo dates before fixing your own.

Where to live with a pet

Not every building or community accepts pets, and some that do limit size or number. Villas and townhouses in communities such as the greener, lower-density areas of Dubai are generally the easiest option; many apartment buildings accept cats and small dogs but confirm the building's pet policy in writing before signing a tenancy.

    After arrival

Register your pet with a Dubai vet soon after arrival; registration with Dubai Municipality is handled through veterinary clinics. Keep the import documents, vaccination book and microchip number together — boarding kennels, groomers and future travel will all ask for them. In summer, plan walks for early morning and evening; pavement temperatures in the middle of the day can injure paws.

    Common mistakes

    • —Vaccinating against rabies before the microchip is implanted, so the vaccination does not count
    • —Booking flights before the MOCCAE import permit is approved
    • —Planning a summer move without checking the airline's heat embargo dates
    • —Signing a tenancy before confirming the building's pet policy in writing
    • —Assuming a restricted breed can enter with extra paperwork — some cannot enter at all

    Frequently asked questions

How long does the pet import process take?

Allow at least two to three months. If your origin country requires a rabies titre test, the waiting period after the blood draw can alone take several weeks, so start early.

Can my pet fly in the cabin with me?

Most pets enter the UAE as manifest cargo. A few airlines allow small pets in the cabin on some routes — confirm directly with the airline for your specific flight.

    Are there breed restrictions?

Yes, the UAE restricts the import of certain dog breeds, and airlines add their own restrictions, especially for snub-nosed breeds. Check both the MOCCAE rules and your airline before booking.

Is Dubai pet-friendly day to day?

Increasingly so: many communities, vets, groomers and boarding facilities cater to pets, and some cafés welcome dogs outdoors. The main daily constraint is the summer heat, which shapes walking times for several months of the year.

Rules change often — confirm current requirements with ICP, RTA, MOHRE or MOCCAE before you act.
