Moving to Dubai from Kazakhstan: source-backed 90-day plan
Moves from Kazakhstan to Dubai have grown steadily, helped by direct flights and a Russian-speaking environment that makes the first months easier. The order of operations is the same as elsewhere: legalise documents at home first, then visa, Emirates ID, bank account, tenancy and schools.
Most arrivals come through employment, a company or investor setup, or property-linked residence. Because document legalisation in Kazakhstan can take several weeks, it should be the first thing you start — before flights, movers or tenancy negotiations.
Documents to prepare before you fly
Kazakhstan issues apostilles, but the UAE is not a party to the Apostille Convention, so documents for use in the UAE normally need consular legalisation: certification in Kazakhstan, then legalisation at the UAE Embassy in Astana, then MOFA attestation after arrival.
Documents to prepare:
- —Passports valid for at least six months beyond your planned entry
- —Marriage and birth certificates, legalised for the UAE
- —Degree certificates, legalised, if your visa or employer requires them
- —School records and transcripts for children
- —Vaccination records for children and, if relevant, for pets
Driving licence
The RTA publishes a list of countries whose licences can be exchanged directly for a UAE licence. Check the current list for Kazakhstan before relying on it; if your licence is not eligible, the route is a Dubai driving school and the theory and road tests.
Banking
A personal account requires an Emirates ID, a passport with a residence visa, and proof of address (an Ejari-registered tenancy) or a salary certificate. Some banks apply additional compliance checks depending on the applicant's profile, which is standard practice and simply means the account can take longer — apply as soon as your Emirates ID is issued and keep certified statements from your Kazakh bank available.
Schools and community
There is no Kazakh-curriculum school in Dubai. Most families choose British, IB or American curricula, and Russian-speaking children can keep the language through Russian-language supplementary schools and weekend clubs. Confirm places directly with schools well before the move.
Common mistakes
- —Bringing apostilles only, then learning the UAE requires consular legalisation and MOFA attestation
- —Starting document legalisation after booking the move date, instead of weeks before it
- —Assuming a driving licence can be exchanged without checking the current RTA list
- —Waiting for the bank account before preparing documents that could have been gathered in parallel
- —Signing a one-year tenancy before the residence visa and Emirates ID are confirmed
Frequently asked questions
Is an apostille enough for documents from Kazakhstan in the UAE?
Usually not. The UAE is not part of the Apostille Convention, so documents generally need legalisation at the UAE Embassy in Astana and then MOFA attestation after arrival.
Can I exchange my Kazakh driving licence in Dubai?
Check the RTA's current list of countries eligible for direct exchange. If Kazakhstan is not listed for your licence type, you will need driving school and tests in Dubai.
Are there Russian-language schools in Dubai?
There is no Russian-curriculum school, but Russian-language supplementary schools, weekend clubs and tutors are widely available alongside British, IB and American schools.
How long does document legalisation take?
Allow several weeks in Kazakhstan for certification and embassy legalisation, plus MOFA attestation after arrival. Starting early is the single biggest time-saver on this route.
Rules change often — confirm current requirements with ICP, RTA, MOHRE or MOCCAE before you act.
